PAC to focus on local authority funding and Housing, Planning, Roads, Community & Local Government

The Public Accounts Committee will focus on local authority funding, and Housing, Planning, Roads, Community and Local Government at its meeting tomorrow, Thursday, 8 March 2018.

Committee Chairman Sean Fleming TD said: “Chapter 8 of the C&AG report provides an overview of the funds flowing from and through central government sources to local authorities in 2016 and of the purposes for which the funds have been provided. It presents a highly complex picture, with transfers from a range of departments and agencies for a wide variety of stated purposes. Transfers of funding from central government sources to local authorities in 2016 totalled just over €2.2 billion, compared with transfers of €4.3 billion in 2010.  A substantial part of the fall in funding levels has occurred as a result of the transfer of responsibilities from local authorities to other agencies and the reduction in capital expenditure by local authorities. The Committee will be keen to get more details on the transfer of funding and the reduction in capital spending. Also of interest will be the number and types of audits carried out by the Local Government Audit Service; and the work of the National Oversight and Audit Commission which was set up to strengthen the accountability regime and central oversight of local government.

The Committee will also consider the special report by the C&AG on motor taxation.

We will also examine the 2016 appropriation accounts of the Department of Housing Planning and Local Government. Among the issues we may focus on are: expenditure on voluntary and co-operative housing; costs associated with the tribunal of inquiry into certain planning matters and payments; and capital grant programmes.”
