Progress on finalising Oireachtas Statement of Principles on Dignity and Respect

At it’s meeting on 17th April, the Oireachtas Commission considered the latest  update on the work towards early finality of a common Statement of Principles on Dignity and Respect to which all groups who work in the Oireachtas could agree.

In particular it was noted that since the Oireachtas Commission, chaired by An Ceann Comhairle, asked that this initiative be commenced in November, 2017 there had been considerable progress. Engagement had taken place with political parties and group representatives together with staff interests. Externally guidance on best practice has also been sought from bodies such as ICTU. All of those involved have expressed strong support for the Commission initiative and agreed to continue to work together towards an early agreement.
The Commission have now asked that work continue with a view to completion of an agreed Statement to which all parties can support by Summer 2018. The intention is that the final set of Principles will be one to which all groups can adhere and will be aligned with and build on the best practice procedures which many of the groups working in the Oireachtas already have in place. The final product will also reflect best practice arrangements nationwide.
To support implementation of the initiative the Commission agreed that the process will be supported by a series of training seminars for all and where required resolution of individual cases will be aided by the provision of an external mediation service.

Ceann Comhairle Seán Ó Fearghail TD, Chair of the Houses of the Oireachtas Commission said “I am delighted to see the progress that has been made on the Statement which will adopt common standards throughout the Parliament to promote the maintenance of a respectful workplace and a positive working environment. I look forward to receiving and publishing the final statement in the coming weeks which will be a set of high level principles to promote dignity and respect in the workplace, will provide definitions of bullying, harassment and sexual harassment and will outline information on resources and supports available to Members, Parties and their staff.

I am also encouraged by the positive reaction to a Statement of Principles from all the various groups with whom we continue to consult”.
