The Joint Committee on Business, Enterprise and Innovation has launched its report on the situation of non-EEA crew in the Irish fishing fleet under the atypical worker permission scheme.

The committee began its investigation after a meeting in July with two organisations which raised the issue of exploitation of migrant workers in the fishing industry. The investigation focused on workers from outside the European Economic Area (EEA).

The committee went on to meet representatives of the Irish fishing sector and various Government Departments and agencies.

In the report, the committee acknowledges that the State must protect vulnerable workers, and makes 12 recommendations to improve protection for migrant fishers. Chief among these is the recommendation that a single Minister be given overall responsibility for co-ordinating the oversight of the fishing industry.
