Business of Joint Committee

As we have a quorum, we will commence the meeting in public session. An apology has been received from the Chairman, Deputy Sean Sherlock. I advise members that Standing Orders 93(3) of Dáil Éireann and 79(2) of Seanad Éireann state: "In the unavoidable absence of the Chairman, the vice-Chairman shall perform the duties devolved upon, and exercise the authority conferred upon, the Chairman by Standing Orders." As Vice Chairman of this committee, I therefore propose to chair this meeting. Is that agreed? Agreed.

Apologies have also been received from Deputy Martin Heydon. Members are requested to ensure that their mobile phones are turned off completely or switched to flight mode for the duration of the meeting. It is not sufficient to put phones on silent mode as this will interfere with the broadcasting system.

I propose that we now go into private session to deal with some housekeeping matters. Is that agreed? Agreed.

The joint committee went into private session at 1.35 p.m. and resumed in public session at 2 p.m.
