asked the Minister for Lands the conditions under which the Land Commission will give the market value of his holding to a person who wishes to migrate from a congested area; and if he will define the meaning of an approved applicant under the self migration scheme.

The self-migration scheme operates on the basis that a qualified person, as defined in section 5 (4), Land Act, 1965, agrees to sell his existing lands to the Land Commission as part of the loan arrangements. This implies price agreement, which will no doubt be governed by the market value of the property.

An approved applicant is a person who is eligible for participation in the scheme and to whom the Land Commission are prepared to make an advance under section 5 in connection with the purchase of an alternative holding.

I have asked that a copy of an informal booklet, prepared for the guidance of landowners who may be interested in the scheme, be forwarded to the Deputy.
