asked the Minister for the Environment the allocations made by him for houses by local authorities out of the additional moneys provided for this purpose in the budget; the amount provided to each local authority; the amount, if any, of the budgetary allocation which has not yet been allocated to particular local authorities; the number of houses authorised to be commenced in respect of each allocation to local authorities; the proportion of the total final cost of these houses represented by the allocation made this year; and the amount that will have to be allocated next year to enable houses commenced with this year's allocation to be completed.
Written Answers. - Local Authority Housing.
The provision, by the Government, of an additional £18.5 million in their March 1982 budget brought to £186 million the total allocation for 1982 from the Public Capital Programme for the local authority housing construction programme. Taking authorised working overdraft into consideration, the total capital available for allocation to housing authorities in 1982 amounts to £213.9 million.
Local authorities, with the exception of Dublin Corporation who were already notified earlier this year of a block allocation of £76 million to cover both their commitments and new work for the entire year, were allocated an extra £24.885 million on 2 June, towards the financing of new work. The total amount allocated to particular authorities to date is £212.425 million. A balance of £1.475 million remains to meet contingencies that may arise later in the year.
Details of the additional allocations notified to each housing authority and the number of new dwellings which are to be commenced before the end of the year are set out below.
It is the responsibility of individual authorities to commence the new schemes provided for having regard to financial and other guidelines laid down by the Department. As the total final cost of these new schemes is not known, it is not possible to provide the information requested in the penultimate sentence of the Deputy's question. Detailed estimates as to the capital requirements for the local authority housing programme in 1983 have not been compiled as yet. When the estimates have been approved the capital provision for the programme in 1983 will be published as usual with the other details of the 1983 Public Capital Programme.
