asked the Minister for the Environment if it is proposed to introduce a requirement that all applications for new house grants and public works construction works be carried out by registered builders as in the case of the newly announced home improvement grants.

It is a condition of the award of contracts for the carrying out of construction works for public authorities that a contractor must produce a tax clearance certificate or a C2 certificate from the Revenue Commissioners. In addition to enforcing the tax clearance certification procedures, local authorities have been requested to carry out regular site inspections to ensure that appropriate rates of wages, hours of labour and conditions of employment (including membership of the construction federation pension-sick pay scheme) are being implemented in all building and civil engineering contracts in which they are either directly or indirectly involved.

The need for further measures to deal with black economy activity, including those referred to by the Deputy, is being reviewed.
