Written Answers. - Asbestos Fibre Danger.

asked the Minister for Labour the reason his recent order banned the use of only one type of asbestos fibre, when it has been clearly established that all types of asbestos fibre are highly dangerous.

The European Communities (Dangerous Substances and Preparations) (Marketing and Use) Regulations, 1986, S.I. No. 47 of 1986 which I made recently implemented Council Directive 83/478/EEC of 19 September 1983. The Regulations provide for the prohibition, subject to certain exemptions, of the marketing and use of crocidolite and products containing it as this fibre is an especially hazardous form of asbestos. The Regulations also require that products containing asbestos fibres of any type must bear appropriate warning labels before they are marketed or used.

In addition to these Regulations, the Factories (Asbestos Processes) Regulations 1975, S.I. No. 238 of 1975 which are also administered by my Department prescribe measures which must be taken to ensure the adequate protection of persons employed in processes involving the use of asbestos.

Also being prepared by my Department are Regulations to implement Council Directive 83/477/EEC of 19 September 1983, which specifies limit values to be applied to the concentration of asbestos fibres in the air at the place of work.

The question of necessary controls on the use of asbestos is kept under continous review by my Department. The safety and health of workers is my prime consideration when contemplating controls necessary in regard to the use of dangerous substances.
