asked the Minister for the Environment if any local authority has discretion in the operation of the recently agreed rationalisation programme for rate collectors employed by local authorities arising out of the negotiations of the staff negotiations board and the relevant trade union; and if it is possible for a person (details supplied) in County Wexford to be placed on the maximum point of the scale for a revenue collector post, in view of his years of service as a rate collector.

Under the rationalisation agreement local negotiations take place in line with the package agreed nationally. This package provided that existing local authority collectors who are appointed to an office of revenue collector as part of the rationalisation shall be assimilated on the basis of normal starting pay rules as set out in my Department's circular No. E.L. 5/67 of 12 April 1967. From inquiries made of Wexford County Council I understand that the person concerned could not be placed on the maximum of the revenue collector scale in accordance with those rules.
