asked the Minister for Labour if he will make a statement regarding the policy decisions that underpin the allocation of £5,870,000 to An Foras Áiseanna Saothair in respect of the administration grant-in-aid (subhead P1).

The provision of a separate subhead for administration is in line with the standard format for semi-State bodies. The allocation of £5.87 million is intended to cover certain head office salaries and such overhead expenditure in FÁS as head office rent, rates and upkeep; telephones and postage, certain computer costs; and bank charges and interest.

In the current year these costs will be met out of the AnCO and YEA provisions in the 1987 Labour Vote. An amount which is now being finalised in respect of NMS overhead costs will be transferred from the 1988 provision for the Labour Vote and added to the provision of £5.82 million in Subhead P1.

Certain expenditures in the subhead will attract ESF aid. The level of allocation was decided against the background of the present financial constraints and reflects Government policy in relation to reducing expenditure on overheads.
