Sections 7 and 8 of the Litter Act, 1982, give local authorities a wide range of powers to deal with the environmental degradation caused by slogan writing and graffiti. There are various courses of action which they can follow to minimise and mitigate the defacement of public property. Apart from helping to influence public attitudes, local authorities are responsible for law enforcement in this area and should be seen to be fulfilling this role.
