asked the Minister for the Environment if it is his intention to direct Dublin City and County Councils to prepare an air management plan, pursuant to the Air Pollution Act, 1987 for the areas within their jurisdiction with a view to eliminating air pollution from the Dublin area.

46.

asked the Minister for the Environment whether any local authorities have initiated arrangements to introduce special control areas pursuant to the Air Pollution Act, 1987; and the stage of progress of any such initiatives.

I propose to take Questions Nos. 45 and 46 together.

The making of an air quality management plan for the preservation or improvement of air quality is one element in the framework of options available to local authorities under the Air Pollution Act, 1987, for dealing with air pollution. It is primarily a matter for the local authorities to implement the Act, and any regulations made under the Act, and to decide on measures appropriate to the circumstances prevailing in their areas. I have no intention at this time to direct Dublin City and County Councils to prepare an air quality management plan.

Apart from the proposals made by Dublin Corporation for part of Ballyfermot, in relation to which I will make a decision very soon, I am not aware of any other formal proposals by local authorities to introduce special control areas.
