Written Answers. - Commercial Vehicle Parking Regulations.

136 Mr. R. Bruton asked the Minister for the Environment when his Department first initiated the proposal that commercial vehicles should be restricted in their parking in residential areas; if he will outline the specific action taken by his Department since that date in order to bring this about; and if he will make a statement on the matter.

Proposals to apply specific controls to the parking of large vehicles were developed following a meeting between representatives of the Garda Síochána, Dublin Corporation and my Department on 29 July 1986. Such controls would be introduced through the application of local traffic and temporary parking rules in the Dublin area initially. The making of such temporary rules is a matter for the Garda Commissioner in the first instance.

I understand that finalisation of the Garda proposals is dependent on submission of a schedule of locations in Dublin where on-street and, possibly off-street parking for such vehicles can be provided. My Department have no direct input into the process of making temporary rules, prior to their submission for my confirmation, or in the identification of the locations referred to. The Department did, however, request the three main local authorities in the Dublin area to provide the information for the gardaí.
