196 Mr. Davern asked the Minister for the Environment whether he intends to aid and strengthen the management of local or regional authorities in view of the report by the Court of Auditors on the apparent lack of controls for EU funding in such authorities and in view of the large workload and myriad EU regulations involved; and if so, the way in which he intends to strengthen such management of local authorities. 198 Mr. Davern asked the Minister for the Environment the projects, if any, which have lost EU funding in each of the years from January 1994 to date; and the steps, if any, he has taken to have these refinanced from the EU. [22156/96]

199 Mr. Davern asked the Minister for the Environment the steps and precautions, if any, he has taken to ensure that no EU funding for projects under the control of his Department will be lost due to delays or other set backs. [22157/96]

I propose to take Questions Nos. 196, 198 and 199 together.

In general, sufficient programmes and projects have been put forward during the present round of Structural-Cohesion Funds to ensure a full take-up of all available EU funding, and there has been no indication of potential losses in relation to any of the programmes or measures with which my Department is concerned. Progress is subject to ongoing monitoring and review at EU, national and local levels; to the extent that progress on my programme has been less than anticipated, I am confident that this will be made good during the remainder of the 1994-99 period.

The report of the European Court of Auditors for 1995, which has just been received by my Department, is being examined, and will be acted on as appropriate.
