*Re-appointments
Mr. Paul Appleby, Director of Corporate Enforcement, was appointed to the interim board of the Irish Auditing and Accounting Supervisory Authority with effect from 11 July 2002. Liam McElligott was re-appointed as director and chairman of the board of Shannon Free Airport Development Company on 22 May 2002. Ms Noreen Foran was re-appointed to the board on 22 May 2002. Dr. Roger Downer was appointed to the board on 5 June 2002. Mr. Terry Calvani was appointed as a member of the Competition Authority with effect from 20 May 2002. Mr. Martin Lynch was appointed to the board of the Health and Safety Authority on 16 September 2002. Mr. Colin Walker was appointed chairman of the Catering Joint Labour Committee on 5 July 2002. Mr. Pat Pierce was re-appointed as a member of the Labour Court with effect from 5 October 2002.
Under the National Standards Authority of Ireland Act, 1996, there is a requirement that three board members of the NSAI retire each year on the anniversary of its establishment day, that is, 14 April each year. Therefore, three vacancies arose on 14 April this year. A further vacancy existed due to the resignation of a board member, resulting in a total of four board vacancies. There is a requirement that one third of the board of Nitrigin Éireann Teoranta retire by rotation each year at the annual general meeting. Mr. T. N. Welch was re-appointed to the board as chairman and director on 5 June 2002. Mr. Ronald Long and Mr. Liam Coughlan were also re-appointed to the NET board with effect from 27 June 2002. On the basis of a decision by the previous Government, the then Minister of State at this Department with responsibility in the area of insurance, Deputy Treacy, informed the house on 24 April 2002 that the Motor Insurance Advisory Board, MIAB, had agreed to his proposal for a six month extension of its remit. He issued the relevant warrants on 23 May 2002.
The post of chairman of the Employment Appeals Tribunal became vacant when Ms Mary Faherty was appointed a Circuit Court Judge. Ms Kate O'Mahony, who was a vice-chairman, became chairman and Ms Margaret Levey BL then filled the vice-chairman vacancy. Mr. Dara Hayes was appointed as a vice-chairman of the Employment Appeals Tribunal on 2 September 2002. He replaced Ms Patricia Ryan who became a Circuit Court judge. The three ordinary members who were appointed to the employers' panel replaced three members who died during the year.
Mr. Tom Cleary, assistant principal officer in the Patents Office, was appointed to the Trade Mark Agents Registration Board. Under the terms of reference of the National Competitiveness Council the four longest serving members of the council retire from office on 31 May of each year. Ms Elaine Farrell was appointed as director of the board of Enterprise Ireland with effect from 8 May 2002 replacing Mr. David Dilger, who retired. Mr. Brian Kearney and Mr. Gus Fitzpatrick were re-appointed to the board on 24 July 2002.
