Question:

86 Mr. Gormley asked the Minister for the Environment Heritage and Local Government the EU directives which are still not transposed into Irish law which come within the responsibility of his Department; and the plan of action for each directive in question. [28479/03]

Details of the EU directives for which my Department is responsible and which are awaiting transposition are set out in the table that follows. In the case of Directive 2000/53/EC, the April 2002 transposition requirements have been provided for in the Protection of the Environment Act 2003.

Work on the two directives that are overdue for transposition is ongoing and will be completed as soon as possible. It is intended to transpose as soon as possible. Directive 2003/87/EC, establishing a scheme for greenhouse gas emission allowance trading within the Community, due for implementation by 31 December 2003, in conjunction with a proposed amending directive linking the joint implementation and clean development mechanisms, JI-CDM, of the Kyoto Protocol with the emissions trading system.

My Department intends to transpose the other seven directives in the following table, including the balance of provisions in the end of life vehicles directive, by the stated transposition deadline in each case.
