451. Deputy Alan Farrell asked the Minister for Public Expenditure and Reform the policy his Department will adopt for employees who opt out of the Covid-19 vaccination programme; and if he will make a statement on the matter. [31945/21]

Firstly, I encourage as many people as possible to take up their COVID-19 vaccinations when offered.

It will not necessarily be known to employers if an employee has availed, or opted out, of the COVID-19 vaccination programme, however there may be situations where employers need to know if an employee has been vaccinated, having regard to the specific work context. Employers will need to deal with these matters on a case-by-case basis. Departments should review their risk assessments to decide whether the employee can carry out the work task without vaccination and what other protective measures may be needed.

The current Public Health advice is that all existing infection prevention and control measures, (such as physical distancing, hand hygiene, face coverings, adequate ventilation), and working from home unless an employee’s physical presence in the workplace is necessary, must also remain in place for individuals even following their vaccination.

The Sports Capital and Equipment Programme (SCEP) is the primary vehicle for Government support for the development of sports and physical recreation facilities and the purchase of non-personal sports equipment throughout the country.

The 2020 round of the SCEP closed for applications on Monday 1st March, 2021. By the closing date, 3,106 applications were submitted seeking over €200m in funding. This is the highest number of applications ever received.

The scoring system and assessment manual for the 2020 round has now been finalised and is available at www.sportscapitalprogramme.ie . All applications, including the application referred to by the Deputy, are being assessed in accordance with these. Given the record number of applications and the detailed information contained in each application, the assessment process will take a number of months to complete. It is envisaged that allocations for applications for sports equipment- only will be made first during the Summer with allocations to other capital projects announced before the end of the year. At least €40 million is being made available for allocation and local and regional allocations will be announced at the same time. As soon as this process is complete all applicants will be informed of the outcome of the assessment of their application.

I propose to take Questions Nos. 453, 462, 463, 465, 526, 533 and 544 together.

The Arts and Culture Recovery Taskforce report Life Worth Living, was published in November 2020 and made ten recommendations for the sector. The recommendations included a proposal to pilot a basic income scheme for a three-year period in the arts, culture, audiovisual and live performance and events sectors.

I was delighted that as part of the National Economic Recovery Plan launched on June 1st , I secured agreement from Government for a Basic Income Guarantee pilot scheme for artists. The Government recognises that bold steps are necessary for our invaluable and much treasured arts community to come back stronger than ever before.

I have recently established an Oversight Group with the remit of addressing the outstanding recommendations of the Life Worth Living report. The membership of the Group is drawn from Departments and Agencies which have the ability and wherewithal to make appropriate progress on the outstanding recommendations, including the Basic Income Guarantee pilot. The Oversight Group held its first meeting on May 27th and is being chaired by my Department and joined by representatives of the Departments of Finance, Social Protection, Public Expenditure and Reform as well as Enterprise, Trade and Employment. The Directors of the Arts Council and Screen Ireland are also members and as well as a representative of the County and City Managers Association.

I have asked the Oversight Group to prioritise the manner in which a Basic Income Guarantee pilot scheme for artists could be delivered. The Oversight Group is expected to report to me by the end of July.

A total Covid-19 funding package of €88.5 million was provided last year to support the sport sector. This significant investment benefited all levels of the sport sector, including thousands of grassroots clubs across the country, and provided some certainty for sporting organisations in their planning for 2021.

The funding package included support for the three main field sports organisations (the FAI, GAA and IRFU), a Resilience Fund to support the National Governing Bodies of Sport, a Sports Club Resilience Fund to support clubs, and a Sports Restart and Renewal Fund.

In addition to funding of almost €17m allocated to National Governing Bodies of Sport under the Sports Club Resilience Fund to enable them to support their affiliated clubs, funding of €1.9 million was provided to 1,637 clubs throughout the country as part of small grant schemes operated by Local Sports Partnerships. This small grants scheme fund was developed to support clubs which may not have the finances to implement Covid-19 related hygiene and social distancing protocols.

Sport Ireland, which is funded by my Department, is the statutory body with responsibility for the development of sport, increasing participation at all levels and raising standards. This includes the allocation of funding to sporting organisations across a variety of funding schemes.

I have referred the Deputy's question to Sport Ireland for direct reply in relation to financial supports for sport summer camps. I would ask the Deputy to inform my office if a reply is not received within 10 working days.

Covid-19 Pandemic

COVID-19 is a highly infectious disease, which spreads when individuals and groups come into close contact with one another, enabling the virus to move from one person to another. In certain settings, such as live performances, higher noise levels due to music, can force people into close proximity or require them to raise their voices or shout to communicate thus increasing the risk of spreading virus to others. Such activities present a higher risk of transmission of COVID-19. Accordingly the existing Government decision remains in place that no live or loud music is permitted. As the Deputy is aware, Government will be reviewing COVID restrictions at the end of the month and again in July and Cabinethas agreed to my request that restrictions on performances at licensed venues, such as restaurants, pubs and hotels, will be reviewed as a priority.

On Friday May 28th the Government agreed pilot events will take place in June and July, depending on the epidemiological situation at the time and subject to the roll out of the vaccination programme.

My Department has worked with the Arts Council and a number of stakeholder engagement structures in place to support the development and delivery of those pilot events. The first event took place in the Iveagh Gardens on the 10th of June in collaboration with the National Concert Hall and further events will take place across the course of the summer.

These events will assist in safely charting a path back to greater levels of activity in line with developments in public health guidance over the coming weeks and months. Pilot events are necessary as a proof of concept for the safe management of events whilst COVID-19 is still circulating in our communities and in order to evaluate and build confidence in the COVID-19 guidance and event management protocols developed by the culture and sports sectors.

As the Deputy is aware, my Department submits the annual reports and accounts of those bodies under its aegis for the attention of Government and arranges for the laying before the Houses of the Oireachtas.

The timelines for the preparation and submission of annual reports and accounts of these bodies is set out in the relevant legislation relating to each body. I am advised that this work is ongoing in the usual manner and that 2020 annual report and 2020 audited financial statements will be submitted to the Department in the usual manner by the responsible boards following completion of the audit by the Comptroller and Auditor General or other appointed auditors as appropriate.

Decisions on COVID-19 public health measures are the responsibility of Government and are made by Cabinet, on foot of advice from NPHET and the Minister for Health. In line with the plan set out in The Path Ahead the Government has been implementing a limited phased easing of some restrictions for the month of June. Later this month, the Government will make further decisions which should allow for the continued phased reopening of the music and entertainment sectors for the critical summer season, as the public health situation permits.

Circus events are generally held indoors and in accordance with the Plan from the 5th July and subject to the public health situation at the time, a maximum of 50 attendees will be allowed at the majority of indoor venues. A maximum of 100 will be allowed attend events in larger venues with strict public health measures in place.

I have been very cognisant of the fact that the arts and culture sectors have been amongst the hardest hit by the necessary restrictions required to deal with COVID-19. I and my officials have been in regular and ongoing communication with stakeholders over the past 15 months to fully understand the challenges posed by COVID-19. I established a number of taskforces and consultative stakeholder fora to ensure that the most up to date information is available to me about the difficulties facing the sector. This includes:

- The Arts and Culture Recovery Taskforce;

- The Night-time Economy Recovery taskforce;

- The Live Entertainment Working Group, and;

- The Life Worth Living Oversight Group.

In addition, my Department has engaged with a wide range of stakeholders including the Arts Council and other bodies under its aegis, advocacy groups such as the National Campaign for the Arts, resource organisations, individual artists and art practices, as well as representative groups, businesses and individuals in the entertainment and events sectors. This engagement with stakeholders was essential to the record allocation I secured for the arts and culture sector as part of Budget 2021 including €50m in supports for live entertainment and €130m in funding for the Arts Council.

The Arts and Culture Recovery Taskforce report Life Worth Living , was published in November 2020 and made ten recommendations to support the recovery and resilience of the sector. My Department has been working with stakeholders to implement those recommendations and the Oversight Group I recently established will examine how the outstanding recommendations can be resolved.

I intend to continue this stakeholder engagement as we progress towards the reopening and recovery of the arts, culture and live entertainment sectors.

As part of the COVID-19 Resilience and Recovery Plan 2021 – The Path Ahead, the Government has recently announced some important changes to the public health restrictions, including the phased lifting of many restrictions concerning sporting activity.

From 7 June, indoor swimming lessons have resumed in line with the reopening of swimming pools. Outdoor sports facilities and outdoor training for pods of up to 15 were permitted to return previously.

Outdoor swimming lessons/classes are currently permitted, therefore, and can take place in line with public health advice. Further information and advice on the specific operational requirements and protocols in place for the safe return of swimming lessons, indoors and outdoors, is available from Swim Ireland, the National Governing Body for swimming in Ireland.

Total current expenditure for programme B Arts & Culture to 31 May 2021 amounts to €59.235m. This figure is provisional as all expenditure within my Department's Vote is subject to an ongoing internal verification and monitoring process to ensure the best use of available financial resources. Adjustments may fall to be made between subheads as part of this process and all figures are subject to audit by the Office of the Comptroller and Auditor General.

While it is too early to accurately forecast the full end of year outturn, I can advise that no significant current savings are envisaged at present - Public Financial Procedures do not provide for the carryover of unspent current monies form one year to the next.

All expenditure within my Department's vote will continue to be carefully monitored between now and year end to ensure the best use of available financial resources.

Aithníonn REV2021 an tionchar leanúnach atá ag an Phaindéim Covid-19 ar na hearnálacha faoi choimirce mo Roinne chomh maith le tionchar BREXIT – léiríonn said fosta na gealltanais atá san áireamh i gClár an Rialtais – Ár dTodhchaí Roinnte . Mar sin féin, níl aon rangú ar leith déanta ar allúntais maoinithe laistigh de réimsí clár seachas faoi fho-mhíreanna.

Tá aisfhreagra an Rialtais ar thionchar na paindéime ar an earnáil agus ar an gheilleagar go ginearálta comhdhéanta de réimse leathan tacaíochtaí curtha i bhfeidhm thar éagsúlacht Ranna. Is é an caiteachas iomlán a bhí ag mo Roinn go dtí 31 Bealtaine 2021 ná €273.68m. Is figiúr sealadach é seo mar go bhfuil an caiteachas uilig laistigh de Vóta mo Roinne faoi réir dheimhniú inmheánach leanúnach agus próiseas monatóireachta chun an úsáid is fearr d’acmhainní airgeadais a chinntiú. B’fhéidir go ndéanfaí coigeartaithe idir fo-mhíreanna mar chuid den phróiseas sin agus tá na figiúir uilig faoi réir iniúchadh de chuid Oifig an Ard-Reachtaire Cuntas agus Ciste.

The REV2021 current allocation of €270m for Arts & Culture represents an increase of over 40% on the comparable figure for 2020.

The Arts & Culture sector has been amongst those most impacted by the COVID-19 pandemic across our economy. The crisis has utterly changed the landscape in which the sector operates and the 2021 allocation for the programme area recognises the ongoing impact of the COVID-19 Pandemic on the sector.

The individual subhead allocations also reflect the various commitments contained in the Programme for Government – Our Shared Future - including Commemorations, Culture Investment, Creative Ireland, Culture 2025 and investment in the Film / Audio Visual sector.

There is no specific categorisation of funding allocations within this or any other programme area across my Department’s Vote, other than by subhead.
