322. Deputy Ivana Bacik asked the Minister for Housing, Local Government and Heritage his views on progress to transition homes acquired in 2023 to the standard cost-rental framework and long-term ownership in the cost-rental sector; the contingencies in place for the expiration of the current funding sanction for the cost rental tenant in situ scheme; and if he will make a statement on the matter. In April 2023 a Cost Rental Tenant-in-Situ Scheme was put in place on an administrative basis to respond to cases of tenants who are at risk of homelessness, due to a Notice of Termination, but who are over the income thresholds for social housing supports. The current household net income limit for scheme eligibility is €66,000 for Dublin and €59,000 elsewhere. This is in line with the revised income limits for Cost Rental which came into effect from 1 August 2023.

My Department is currently working on a proposed plan to transition the tenants and homes in this scheme to the standard cost rental framework, including those homes acquired in 2023.
