Deputy John Lahart asked the Tánaiste and Minister for Defence further to Parliamentary No. 165 of 9 April 2024, if eligibility requirements for a particular post may be considered to have been met when the applicant has acted successfully in the post over a reasonable period of time.; and if he will make a statement on the matter. All civilian employee vacancies are filled in accordance with the agreed approach for appointment to positions in the Civil and Public Service; circulars from the Department of Public Expenditure, National Development Plan Delivery and Reform; and central agreement(s) at National Joint Industrial Council for State Industrial Employees (under the auspices of the Workplace Relations Commission).

Competitions for vacancies, including promotion, are open to any civilian employee provided they fulfil the eligibility requirements of a competition, which are set having regard to the context outlined above which applies across the state industrial sector.
