View answerAll civilian employee vacancies are filled in accordance with the agreed approach for appointment to positions in the Civil and Public Service; circulars from the Department of Public Expenditure, National Development Plan Delivery and Reform; and central agreement(s) at National Joint Industrial Council for State Industrial Employees (under the auspices of the Workplace Relations Commission).
Competitions for vacancies, including promotion, are open to any civilian employee provided they fulfil the eligibility requirements of a competition, which are set having regard to the context outlined above which applies across the state industrial sector.
