Valuation Office and Social Protection Accounts to be examined by PAC

John O'Sullivan, Chief Executive and Commissioner of Valuation, Valuation Office and Niamh O'Donoghue, Secretary General, Department of Social Protection will be before the Committee of Public Accounts tomorrow, Thursday 18th July 2013.

Committee Chairman John McGuinness TD said: “The Chief Executive and Commissioner of Valuation from the Valuation Office will be in attendance before the Committee tomorrow at 10am. The Valuation Office is responsible for the valuation of industrial and commercial property in the State. These valuations are, in turn, used as a base for the levying of rates by local authorities. The Office is currently engaged in a national programme to revalue all commercial and industrial properties in Ireland. This meeting will provide members with an opportunity to discuss issues relating to this programme such as the processes and procedures being followed by the Valuation Office in this regard.

At 12pm, the Secretary General of Social Protection will be in attendance to discuss Chapter 24 of the 2011 C&AG Annual Report, Supplementary Welfare Allowances. This chapter examines the basic supplementary welfare allowance payment (BASI), rent supplement and mortgage interest supplement as well as the Department’s overall controls in this area. These three categories of payment account got about 80% of the total Social Welfare Allowance expenditure. Among the key issues which will be examined by the Committee are rent supplement, mortgage interest supplement and basic social welfare allowance payments. In addition to these key issues, the Committee may wish to inquire as to overall progress on Troika commitments within the Department’s remit. The transfer of the Community Welfare Service to the Department, including Community Welfare Officers could also be discussed and, in particular, an internal audit review undertaken on the Community Welfare Service area and the recommendations which have come out of this.

This meeting will start in Committee Room 1 at 10am tomorrow, Thursday, 18th July 2013.
