Disability Matters Committee to discuss deprivation of liberty with representatives from Irish Human Rights Equality Commission (IHREC) and University of Galway

The Joint Committee on Disability Matters will meet on Wednesday February 7th to discuss deprivation of liberty.

The meeting will take place in Committee Room 4 of Leinster House between 17:30-20:30.

 

 

The following representatives are due to appear:

Representatives from University of Galway, Professor Eilionóir Flynn, Director of the Centre for Disability Law and Policy (CDLP)

Representatives from University of Limerick, Professor Gautam Gulati MD PhD FRCPsych FRCPI Consultant Forensic Psychiatrist and UL Adjunct Professor

Representatives from Irish Human Rights Equality Commission (IHREC), Dr. Rosaleen McDonagh, Commissioner, and Iris Elliot, Head of Policy and Research

Speaking ahead of the meeting, Committee Cathaoirleach Deputy Michael Moynihan said: “Ireland has a long history of detention of people with disabilities which sadly still continues today. IHREC and many other DPOs have repeatedly expressed grave concerns about the significant levels of institutionalisation in Ireland."

"The deprivation of liberty for disabled people is inextricably linked to the availability of suitable accommodation, services and supports in non-institutional settings, and this Committee and many representatives that have appear before us have clearly articulated the State’s legal obligations in this regard."

"We need to focus on an integrated, inclusive and human rights based approach to policy and legislation as it impacts all disabled people, their independence and liberties and for the relevant legislation to be commenced immediately.”

“We look forward to discussing these and other related matters with representatives.”
