asked the Minister for Local Government if he will consider recommending to county councils that a wage rate in excess of the ordinary county council wage rate should be paid to workers engaged upon drainage schemes under the Local Authorities (Works) Act, 1949.
My functions in regard to the wage rates payable to employees of local authorities are confined to the consideration of proposals submitted to me by those authorities. Generally, I do not consider that workers engaged on drainage works under the Local Authorities (Works) Act should be paid a wage rate in excess of the normal county council rate except where there are factors of an exceptional nature in relation to a particular work. Any proposals submitted by local authorities on this basis will be considered by me.
Will the Parliamentary Secretary agree that workers who are engaged on this type of work and who are compelled to spend long periods on winter days up to their knees in water are working under conditions which are very different from those of ordinary road workers? In the light of these circumstance will the Parliamentary Secretary represent to the Minister that any recommendations from local authorities for increased wages for such workers will be sympathetically considered?
I have stated that where there are exceptional conditions of work, that where workers are engaged on work of an unpleasant nature, any proposals received from a local authority will be considered by the Minister.
