asked the Minister for Justice if he will publish the report on probation, prisons welfare and after care referred to at Col. 1213 of the Dáil Report for 11th December, 1969; and if he will outline the action he proposes to take on this report.

This report, which was an internal departmental report by an officer in my Department, was not intended for publication and was written on the assumption that it would not be published. It would be contrary to established practice to publish a report prepared in these circumstances.

As stated in a reply on this subject on 11th February last, the report recommends a considerable expansion of the probation and after care service and envisages the provision of a new central headquarters in Dublin as well as the recruitment of a substantial number of additional probation officers, prison welfare officers and clerical staff. I shall be dealing with these recommendations in the course of my speech on the Second Stage of the Prisons Bill which is being taken later this afternoon.
