asked the Minister for Local Government the arrangements he proposes to prevent derelict cars being abandoned and despoiling the countryside.

I refer the Deputy to my replies to Questions Nos. 58 of 25th March, 1971, and 65 of 29th April, 1971. Further provisions to deal with the problems created by the abandonment of old derelict cars will be considered from time to time in the light of the working of the measures outlined in those replies.

Could the Minister indicate to me, first of all, whose responsibility it is to prosecute a person who is alleged to be responsible for putting one of these derelict cars on the road? Would the Minister agree that it is possible to pursue the matter by finding out who the registered owner is by the registration number which is on the derelict car?

Would the Chair agree that this relates to the arrangements which can be made to prevent those derelict cars being abandoned?

All the Chair can agree with is the question that is there and the specific answer to it.

Would the Chair not agree that the prosecution of people who leave derelict cars and the arrangements to deal with derelict cars are very relevant to the question?

The Chair follows its own rulings with regard to this matter and cannot be dictated to on these matters. I am calling Question No. 101.

If the Deputy puts down a separate question I will give him a detailed answer to it. If he requires detailed information on this matter I will give him a full, comprehensive answer to it.
