asked the Minister for Local Government if he is satisfied that contractors erecting housing schemes under the National Building Agency are complying with local wages and conditions of employment; and if he is prepared to agree that the National Building Agency are entitled to employ lumpers on their schemes.

The contracts entered into by the National Building Agency Limited are in accordance with the standard form of agreement and schedule of conditions for building contracts, and I am informed by the agency that the contractors employed on agency schemes comply with the requirements regarding local wages and conditions of employment. Lumpers are not employed directly by the agency. The employment of labour is a matter for the contractor within the terms of the agreement.

The Minister is saying that while the terms are laid down on which the contract has been given out it is no business of the Department or the agency if conditions other than those are applied during the building work.

In this case I am not aware that conditions other than those laid down in the contract are being applied. The question relates to a specific instance and the contractor concerned has been approached and will be replying to queries arising out of this type of question.
