asked the Minister for Industry and Commerce if he has received reports that some people in this country are selling or promoting the sale of ineffective vehicle insurance; and, if so, the action he proposes to take to deal with these abuses.

I am aware of the recent malpractice which developed in relation to motor vehicle insurance and have taken steps to prevent a recurrence. Notices have been placed in all the national dailies drawing attention to the illegality of insurance cover issued by non-licensed companies and alerting the public to the need to ensure that all motor insurance policies are effected with companies who hold a licence to operate within the State. The notices included a list of licensed companies but my Department will be glad to supply the list to any member of the public who requires it.

As this is such a serious matter, does the Parliamentary Secretary not accept that he should make a clear statement on what was and what was not acceptable?

A clear statement was made by the Department. An advertisement was published earlier in the year from the Department of Local Government and a further advertisement was inserted by my Department indicating the companies which were licensed to operate in this area. The problem related to policies being issued on behalf of a company which was not legally entitled to offer insurance within the jurisdiction.

In view of the fact that there was a report made to the Minister on the subject of insurance some time ago, and that the Minister said he would bring in legislation dealing with insurance, would the Parliamentary Secretary like to indicate when this legislation will be brought in?

This question relates to ineffective vehicle insurance and that the policies do not stand up. The report the Deputy refers to deals with the cost of insurance and other allied matters. That is a separate question.

I do not believe it is.
