Visit of Mr. Nelson Mandela: Motion.

Minister of State at the Department of the Taoiseach (Mr. V. Brady)

I move:

(1) That, in relation to the Sitting of Dáil Éireann to be held on 2nd July, 1990, Dáil Éireann hereby authorises the broadcasting of the speech by the Ceann Comhairle welcoming Mr. Nelson Mandela, the Deputy President of the African National Congress, the Deputy President's address and the expression of thanks by the Ceann Comhairle for the address,

(a) Live on radio by Radio Telefís Éireann; and

(b) Live on television by Radio Telefís Éireann of the signal provided by Windmill Lane Pictures;

(2) That such broadcast shall be subject to the following conditions:—

(a) that they be broadcast in their entirely and that they be not interrupted by commentary, analysis or commercial breaks; and

(b) that they may not be rebroadcast in whole or in part except as permitted in and subject to the conditions set out in the Resolution of the Dáil of 10 March, 1987, in so far as they relate to the broadcasting of proceedings of the Dáil; and

(3) That, in so far as paragraph (1) (b) of this motion is concerned,

(a) Windmill Lane Pictures archive the televised material on behalf of Dáil Éireann; and

(b) Windmill Lane Pictures be empowered to sell the televised recordings to news exchange agencies for transmission by foreign broadcasting stations at an appropriate charge subject to a formal agreement between Windmill Lane Pictures and such news exchange agencies that the recordings shall not be used by foreign broadcasting stations in programmes of light entertainment, political satire or in party political broadcasts.
