206 Mrs. T. Ahearn asked the Minister for Agriculture, Food and Forestry when a sheep headage grant will be paid to a person (details supplied) in County Tipperary; and if he will make a statement on the matter.

Payment of the 1993 sheep headage grant was made to the person named on 11 January 1994.

207 Mrs. T. Ahearn asked the Minister for Agriculture, Food and Forestry when a 1992 suckler cow grant will be paid to a person (details supplied) in County Limerick; and if he will make a statement on the matter.

Payment to the person named under the 1992 suckler cow premium scheme for small-scale milk producers was delayed because of a problem relating to the number of dairy cows in his herd. However, that problem has now been resolved, and payment in respect of three cows will issue to him shortly.

208 Mrs. T. Ahearn asked the Minister for Agriculture, Food and Forestry if a decision has been made on an application for sheep quota from the national reserve by a person (details supplied) in County Tipperary; and if he will make a statement on the matter.

My Department is awaiting grant of probate relating to the estate of a deceased relative of the person named. A ewe premium quota of 92 rights will be allocated to the executors of the estate when this is received.

209 Mr. Finucane asked the Minister for Agriculture, Food and Forestry when the balance of suckler grant and headage grants will be paid to a person (details supplied) in County Limerick as the delay is causing financial hardship to this person; and if he will make a statement giving the status of both of these grants.

The person named was paid advances of his 1993 suckler cow premium on 3 December 1993 and his June 1993 special beef premium on 15 December 1993. Payment of the balances of the special beef and suckler cow premia cannot be made to a particular applicant until all applications received from him/her in the course of 1993 have been processed. This is necessary to ensure compliance with EU regulations covering in particular the ceiling on eligible animals and stocking density. The proceedings of November, 1993 applications means that in most cases payment of the final 40 per cent of premium will not start before late March.

His application for grants under the 1993 cattle and equine headage scheme is being processed at present, and if found in order, payment will be made in the near future.

210 Mr. Finucane asked the Minister for Agriculture, Food and Forestry when the 1992 suckler cow grant will be paid to a person (details supplied) in County Limerick which is outstanding for a considerable time period; the status of this person's 1993 suckler cow grant application; and if he will make a statement on the matter.

The person named is a new herdowner and has applied for grants under the December 1992 and June 1993 suckler cow premium scheme. He has been requested to submit a copy folio in connection with this application. When he does so, his eligibility for grants under those schemes will be considered further.

212 Mr. Hughes asked the Minister for Agriculture, Food and Forestry when payment will be made to a person (details supplied) in County Mayo in respect of sheep premium, suckler cow premium and headage for 1993.

Payments of the advance of the first and second instalments of the 1993 ewe premium and the full 1993 sheep headage grant were made to the person named on 25 July 1993 and 13 January 1994 respectively. The balance of the ewe premium will be paid in March-April as soon as the amount of the final instalment has been fixed by the EU.

Sixty per cent advances under the cattle headage and suckler cow schemes were paid on 26 November 1993 respectively. The balance of the headage grant will be paid in the near future.

The person named did not apply for headage grants on the composite 1993 ewe premium-sheep headage application form. However, it would seem from the ewe premium section of that application that he had hoggets which might entitle him to sheep headage grants. I have arranged for this point to be investigated.

217 Mr. Hughes asked the Minister for Agriculture, Food and Forestry when 1991 sheep headage will be paid to a person (details supplied) in County Mayo who was temporarily absent on the date of inspection and his brother, as his authorised agent, signed the application form.

I refer the Deputy to replies I gave to previous questions on 23 February 1993 and 27 April 1993. I indicated then that, as the person named did not reside within daily commuting distance of his holding for most of 1991 as was required under the scheme, he was not entitled to payment of grants under the 1991 sheep headage scheme.

O'Keeffe asked the Minister for Agriculture, Food and Forestry the reason sheep headage and cattle headage payments due to a person (details supplied) in County Cork have not been made; and whether he will have arrangements made for their payment in view of the fact that the person in question now owes £8,000 to the bank and has no income of any description at the moment and no possibility of further credit.

224 Mr. E. O'Keeffe asked the Minister for Agriculture, Food and Forestry the reason for the delay in having payment made to a person (details supplied) in County Cork under the 1993 special beef premium; the number of animals which he applied for; and the amount due.

The person named was not an applicant for special beef premium in the January/February 1993 application period. He applied for special beef premium on 13 animals in June 1993. His application is being processed at present. If found in order following investigation of one particular tag number a 60 per cent advance will be paid in accordance with EU regulations.

Payment of the balance of the special beef premium cannot be made until all applications received from him in the course of 1993 have been processed. This is necessary to ensure compliance with EU regulations covering in particular the ceiling on eligible animals and stocking density.

The application of the person named for grants under the January/February 1993 special beef premium and 1993 deseasonalisation slaughter premium schemes are being processed at present. If found in order payments will be made shortly.

He did not apply for grants under the special beef premium scheme in the June 1993 application period.

228 Mr. Finucane asked the Minister for Agriculture, Food and Forestry when the EC scheme of £5.4 million under the 1994-1995 scheme for the provision of refrigerated bulk tanks will be available; and if he will make a statement on the matter.

The scheme to which the Deputy refers provides for the payment of grants of up to £1,750 to individual farmers towards the purchase of on-farm milk refrigeration equipment. Grants are also available under the same scheme towards the maintenance of milking machines.

This scheme, which is funded from the proceeds of the final year of the EC milk co-responsibility levy, is operated by the ICOS under contract to my Department. The necessary moneys have been made available to the ICOS who expect to begin payments to individual farmers later this month.

Payment of the 1993 sheep headage grant was made to the person named on 21 January 1994.

The final instalment of the ewe premium will be paid after the rate has been fixed by the EU in March/April.
