Written Answers. - Survival of Pearl Mussel.

Question:

128 Ms McManus asked the Minister for Finance the measures, if any, he will take to ensure the survival of the pearl mussel of the River Nore, which is being threatened with extinction. [642/94]

The pearl mussel of the River Nore is one of a number of species of protected fauna/flora under the 1976 Wildlife Act. This protection was afforded by virtue of the Wildlife Act, 1976, (Protection of Wild Animals) Regulations, 1990, (S.I. No. 112 of 1990) which came into effect on 1 June, 1990. This means that it is forbidden to exploit the pearl mussel or interfere with its habitat except under licence or by specific exemption.

The final report of a study on the pearl mussel, commissioned by the National Parks and Wildlife Service of the Office of Public Works, is due within the next six months. Once this is available, that service will be consulting with relevant experts to draw up a recovery plan for the pearl mussel. This will encompass measures to be taken in the River Nore, incorporating captive breeding proposals.

129 Mr. J. Bruton asked the Minister for Finance the detailed terms and conditions under which his Department received technical assistance amounting to £2.07 million; if he will give details of each project for which it was used; if a copy of the study or studies carried out was supplied to the European Commission; if a copy is available for inspection by members of the public; and, if not, the reason therefor. The detailed terms and conditions under which the Technical Assistance Programme operated by my Department under Community Support Framework 1989-1993 received EU aid are contained in Commission decisions dated 20 December 1990 and 25 November 1992. I have arranged for a copy of these decisions to be lodged in the Dail Library.

The following Schedule lists the measures funded under this programme.

In relation to studies carried out by or on behalf of other Departments/ bodies, I am not in a position to indicate in each case whether a copy of the study was provided to the Commission or is available for public inspection. In relation to my own Department, only the following study was carried out for it under the Programme. "Community Support Framework — Evaluation and Recommendations" was completed for my Department by a group of consultants headed by the ESRI in April 1993 and a detailed summary was published and made available in the Government Publications Sale Office.
