94 Mr. J. Higgins asked the Minister for Health if he will introduce amending legislation in view of the recent Keegan v. Ireland Adoption Judgment; and if he will make a statement on the matter. [1191/95]

Limerick East): In its judgment in the case of Keegan v. Ireland, the European Court of Human Rights held that the essential problem with existing Irish adoption law is that it permits the secret placement for adoption of a child born outside marriage without the knowledge or consent of the child's father.

My Department, in consultation with the Office of the Attorney General, is actively examining the implications of this judgment for Irish adoption law and procedures. New legislation to deal with the issues raised in the judgment will be introduced as quickly as possible.
