Question:

184 Mr. Callely asked the Minister for Foreign Affairs his views on the preferred option to enable the Palestinian people attain self-determination; and if he will make a statement on the matter. [24163/01]

I propose to take Questions Nos. 183 and 184 together.

The Egyptian-Jordanian initiative on the Middle East peace process has been somewhat overtaken by developments such as the report of the Mitchell commission and the recommendations it contained. Both Egypt and Jordan remain centrally involved in the search for peace and have endorsed the proposals made by Senator Mitchell.

Ireland has consistently supported the right of the Palestinian people to self-determination, including their right to an independent state. We recognise that a just and permanent solution to the problems of the region can only come about by respecting this right of the Palestinians and the right of Israel to live at peace within secure borders. A first step towards achieving these aims must be a resumption of dialogue between the Palestinians and Israelis on the basis of the immediate implementation of the Mitchell report. This dialogue should then proceed to address the complex issues involved in a final settlement. We recognise that settlement negotiations will require the support of the international community and are prepared to offer our own support to the extent of our possibilities.
