As Minister for Transport, I have responsibility for policy and overall funding in relation to cycling and public transport infrastructure, including the provision of related funding to the National Transport Authority (NTA).

However, matters related to the day-to-day operations, management or expansion of public bike schemes - including to new areas of operation, such as County Tipperary - is a matter for the relevant local authority, in conjunction with the NTA.

The Government is fully committed to supporting a significant expansion and modernisation of the electric vehicle (EV) charging network over the coming years. Having an effective and reliable charging network is an essential part of enabling drivers to make the switch to electric vehicles.

Home charging is the primary charging method for most Irish EV owners as it’s convenient and cheaper for the consumer as well as assisting in the overall management of the national grid. Over 80% of charging is expected to happen at home.

However, there is also a need for a seamless public charging network that will provide for situations or instances where home charging is not possible, such as on-street and residential charging, destination charging and workplace charging.

Zero Emission Vehicles Ireland (ZEVI), a dedicated Office which oversees and accelerates Ireland’s transition to zero emission vehicles, has significant funding available in 2023 for the installation of EV charging across Ireland.

In January, I launched the national Strategy for the development of EV charging infrastructure, covering the crucial period out to 2025, alongside an Implementation Plan. The strategy sets out the government’s ambition regarding the delivery of a public EV charging network to support up to 195,000 electric cars and vans by the middle of the decade.

A range of new charging infrastructure schemes are being developed which will help provide another critical link in the overall network for public charging.

Destination Charging is a strong priority for ZEVI in 2023. In addition to a general scheme, a number of bespoke schemes are also in advanced stages of development and delivery, including:

• A shared Island funded Sports Club scheme, which will install up to 200 fast chargers

• An EU Just transition Fund supported scheme, which is planned to install 60-80 chargers

These circa 300 sites, in addition to those under other destination schemes currently planned will be delivered in 2024 and 2025.

I launched The National En-Route EV Charging Network Plan last month. This is the first element of the National EV Charging Network Plan which, will cover all publicly accessible EV charging in the country.

The National En-Route EV Charging Network Plan and associated initiatives will drive the delivery of charging infrastructure on the National Road Network. The Plan sets out ambitious targets for the level and coverage needed for En-Route charging on our national roads network. We are already seeing significant increased capacity of EV charging on our national roads, and this plan provides additional reassurance and certainty for EV drivers and those thinking of making the switch to EVs that they will be able to find high powered, fast and convenient EV charge-points where and when they need them.

The Plan sets out a provision of EV charging that will be ahead of demand and meet European requirements for charging electric cars, LGVs and HGVs by 2025 and 2030. The implementation of this Plan through enhanced grid connections, funding interventions and enabling measures will remove barriers and accelerate the delivery of high-powered EV charging.

ZEVI are currently engaging with Local Authorities to develop their EV Infrastructure Strategies which will identify areas without off street charging capabilities and identify solutions to included in Implementation Plans which may include off street community chargers, Shared Charging facilities (Neighbour with off street charger shares charging through an app), and/or use of local Rapid Destination Chargers or Hubs.

The four Dublin Local Authorities have come together in a regional structure and have completed a strategy on the provision of EV infrastructure (link below). This has allowed them to examine how the four Councils can best facilitate the provision of electric vehicle-charging infrastructure across the Dublin region and the scale of investment required. The procurement process for Phase 1 roll out of destinations chargers has commenced for 200 EV charge points across 50 locations in the Dublin Region.

The performance of all public transport operators is monitored by the NTA as part of the contractual arrangements in place between it and the operators. These contractual arrangements allow for not just the monitoring of performance by the NTA and the publication by it of annual performance reports, but importantly, the contracts also allow for the imposition of financial penalties where performance does not meet the required standard.

Under Section 13 of the Roads Act 1993 to 2015, the improvement and maintenance of public regional and local roads, including public lighting, is the statutory responsibility of the relevant local authority. In this context, policy and decisions in relation to new public lighting installations is a matter for local authorities.

The operation of the National Car Testing Service is the statutory responsibility of the Road Safety Authority. I have referred the Deputy's queries regarding waiting times information to the Authority for direct reply. Department officials were meeting with the RSA on a weekly basis for much of the last year. The improvements in the NCT service to date mean that such regular meetings are no longer necessary. However, the Department continues to work closely with the RSA on NCT provision and the RSA continues to provide weekly updates. Monthly meetings will continue as part of RSA governance, and where pressing issues arise, meetings will be held promptly and urgently.

As Minister for Transport, I have responsibility for policy and overall funding in relation to public transport. In both the policy and funding areas there have been significant developments since this Government came into office, with last year's publication of a new Sustainable Mobility Policy and its five-year action plan providing strong policy support to the continued expansion and enhancement of bus services. I am also delighted to say that this strong policy support has been backed up by increased levels of Exchequer funding, which is supporting the roll-out of initiatives such as BusConnects Dublin.

The National Transport Authority (NTA) has statutory responsibility for the planning and development of public transport infrastructure in the Greater Dublin Area, including the BusConnects Dublin programme.

To date the NTA has submitted 12 planning applications to An Bord Pleanála in respect of all 16 Core Bus Corridor schemes for Dublin. All 12 applications are awaiting a decision from An Bord Pleanála.

The Network Redesign for bus services for the Dublin network is being rolled out over 11 phases. The NTA currently expect the roll out of the network redesign to be completed in 2025. Roll out of the plan began in 2021 with the launch of the first two phases – the H-Spine (Howth/Malahide to City Centre) in June and the C-Spine (Lucan/Celbridge to Ringsend via City Centre), in November 2021. Phase 3 was launched in May 2022. It consisted of two Northern Orbital Routes (N4 Blanchardstown to Point Village and N6 Finglas to Howth Junction). Phase 4, the G-Spine and Route 60 (Ballyfermot/Liffey Valley/Red Cow to the Docklands via city centre) was launched in October 2022. The NTA launched Phase 5a – the Western Orbitals in June 2023.

HVO (Hydrotreated Vegetable Oil) is a drop-in bioliquid which can replace fossil diesel up to 100%, with GHG reduction benefits. When used in transport the HVO is referred to as biofuel. HVO bioliquid is also used as renewable energy for heating and power generators.

Supporting the supply of renewable energy in transport, the Renewable Transport Fuel Policy 2023-2025 sets out the pathway to the achievement of both Climate Action Plan targets and European obligations concerning sustainability and GHG reduction criteria.

Since 2010 the supply of renewable energy in transport consumption is incentivised through a national mandate, the renewable transport fuel obligation (RTFO), on fuel suppliers - which is currently set at a rate of 17% by energy of renewable transport fuel as a proportion of total road transport fossil fuel supply. HVO used in transport which fulfils EU criteria for sustainability and GHG reduction is eligible for RTFO certificates, which can be counted against the obligation.

Additionally, regulations were made in April 2023, authorising the NORA to issue additional RTFO certificates per megajoule of renewable transport fuel supply, to incentivise the supply of certain renewable transport fuels, for use in different transport sectors, including HVO and co-processed HVO.

The trajectory of annual RTFO rate increases to 2030 as set out in the policy is designed to achieve the Climate Action Plan target of an E10 (10% Ethanol) and B20 (20% Biodiesel equivalent) as a transitionary measure to support planned transport sector decarbonisation by 2030.

The Biofuel Study Report 2022 estimates that between 570-730m litres of biodiesel/HVO supply could be required to meet the Climate Action Plan biofuel target by 2030. The Study indicates potential to meet this estimated future supply through industry plans for scaled-up indigenous production of these biofuels. The study notes, however, the likely continued reliance on imported feedstock supply to support this level of estimated future production.

The National Oil Reserves Agency (NORA) which administers the RTFO has estimated a 0.2MT CO2eq tailpipe emission GHG saving in 2022 over 2018 figures, as a result of the RTFO.

The NORA Renewable Transport Fuel Annual Report 2022 set out that approximately 307m litres (9.6 PJ) of liquid biofuel was placed on the market. Of this amount, was approximately 256m litres of biodiesel (including HVO/CHVO), increased from 202m litres in 2021.

As Minister for Transport, I have responsibility for overall policy and exchequer funding in relation to the National Roads Programme. Under the Roads Acts 1993-2015 and in line with the National Development Plan (NDP), the operation and management of individual national roads is a matter for Transport Infrastructure Ireland (TII), in conjunction with the local authorities concerned. This is also subject to the Public Spending Code and the necessary statutory approvals. In this context, TII is best placed to advise you.
