asked the Minister for Education why all teachers in all comprehensive schools are being paid £100 per annum over the common basic scale applicable to secondary, vocational and primary teachers.

The allowance in question is being paid to these teachers in order to compensate them for the fact that they are involved in carrying out what are essentially pilot schemes. This entails teaching unstreamed pupils and making regular assessments of their attainments, aptitude and ability.

Is it not a fact that the present Minister and his predecessor, in fact, abandoned Deputy Dr. Hillery's original idea in relation to the development of comprehensive schools? Has this not been abandoned?

This is not so. My predecessors and I were concerned with comprehensive education not specifically comprehensive schools, which is quite another matter. It was decided to provide comprehensive schools in areas where young people had difficulty in getting post-primary education. In so far as comprehensive education is concerned we are endeavouring to provide it where possible throughout the country through co-operation between post-primary schools.

I do not know how you can have education in this country without schools.

This question relates to salaries of teachers.

If the Deputy will read my reply he will understand what I mean.
