asked the Minister for Justice if he is aware that the Garda checkpoint on the Donegal-Clady road has been discontinued and that this has caused anxiety in the local community; and if he will make a statement on the matter.

I am informed by the Garda authorities that following a recent review by senior Garda officers of the operation of checkpoints in the Castlefin sub-district it was decided, in the light of various security considerations, to discontinue the checkpoint on the Castlefin-Clady road.

I can well understand the anxiety of communities living in border counties, particularly those living in close proximity to the border, to ensure that all possible security precautions are taken for their safety, but at the same time I am sure that it will be appreciated that Garda and Army resources could not be made available to provide checkpoints on all roads leading from the Border. It just would not be possible to have as many checkpoints as local communities would wish.

The Garda, in deciding on the locations of checkpoints, must have regard to the prevailing conditions from the security point of view and checkpoints are sited accordingly. This matter is kept under continuing review to ensure maximum security in accordance with available resources.

Is the Minister aware that this was a long-standing checkpoint? Would the Minister state whether it is being discontinued due to shortage of personnel?

I am aware that this checkpoint was there for a long time. In the light of various security considerations it was decided to alter the location of that checkpoint. It is not a question of manpower.

Is the Minister satisfied that alternative provision has been made?

I am satisfied that the security needs of the area are being dealt with adequately by whatever checkpoints are in operation there. The matter is being kept under continuous review to ensure the maximum security possible for the people of the area.

Is the Minister aware that this important entrance from the Six Counties to Donegal should have special consideration?

There are many crossings from Northern Ireland into Donegal and other parts of the republic about which the same could be said, but it is not possible to have permanent checkpoints on all of them. We must leave it to the professional people on the ground to decide the location of the various checkpoints. The Deputy can be satisfied that the Garda are aware of the considerations appropriate to every area and will alter the situation as the need arises.
