As a general rule, lands on Land Commission's hands are advertised publicly for letting. There are, however, a few exceptions to this rule, namely,
1. where the lands are for early allotment;
2. where an existing letting has to be extended because lettee's herd is "locked-up" under disease eradication measures;
3. where the lands comprise small intermixed plots, with access and fencing difficulties.
