The policy of the Government is that grants to the universities should be at a level which, together with income from other sources, will be sufficient to enable them to discharge their functions in a fully satisfactory manner. In this connection discussions in relation to the circumstances of each university institution take place as appropriate with the Higher Education Authority. The Authority in the discharge of its functions under the Higher Education Authority Act, 1971, assesses the amounts of State financial provision, both current and capital, which it recommends for higher education and research at any particular time.
