andMr. Mitchell asked the Minister for the Public Service if he will give details of each individual reform of public service structure or public service method initiated as a result of the programme of reform alluded to in the 1978 budget; when each reform was introduced; the Department affected; and the cost thereof and/or the savings effected as a result and the number of staff directly involved.

It would not be possible, without undue expenditure of time and effort, to detail all the individual reforms, large and small, particularly in relation to methods, which have been effected in each Department arising from the continuous and sustained activity of the Department of the Public Service in these fields. I would point out that the reform programme mentioned in the Financial Statement in 1978 must be seen in the context of the job creation programme also announced in that statement. The purpose, therefore, was not to secure staff reductions but to ensure the efficient and effective management of the public service as expanded by job creation.
