On my instructions, a preliminary inquiry has been instituted into the circumstances surrounding the collision. The question of introducing new regulations to prevent similar accidents in the future will be decided in the light of this inquiry. Pending the report of the inquiry it would not be appropriate for me to offer any further comment in the matter.
