Joint Committee on Housing, Local Government and Heritage to consider Pre-Legislative Scrutiny of Residential Tenancies (Right to Purchase) Bill 2023

The Joint Committee on Housing, Local Government and Heritage will meet twice this week with stakeholders for Pre-Legislative Scrutiny of the General Scheme of the Residential Tenancies (Right to Purchase) Bill 2023.

On Tuesday, 5 December, the meeting at 3pm in Committee Room 3 of Leinster House will hear from representatives from Threshold, the Institute of Professional Auctioneers & Valuers (IPAV) and the Irish Property Owners’ Association (IPOA).

On Thursday, 7 December, the meeting at 1.30pm in Committee Room 2 will hear from officials from the Department of Housing, Local Government and Heritage and representatives from the First Home Scheme and Housing Agency.

Committee Cathaoirleach Deputy Steven Matthews said: “The Residential Tenancies (Right to Purchase) Bill 2023 proposes to allow tenants in rental properties a first right of refusal to purchase a property when it is put forward for sale.

“The General Scheme was submitted to Committee for pre-legislative scrutiny last month and Members will now hear the views of our stakeholders on the Heads of the Bill and its contents. The Committee will then produce a report with observations and recommendations for the Minister and publish it in due course.”

The Joint Committee on Housing, Local Government and Heritage has 14 Members, nine from the Dáil and five from the Seanad.

The meetings on Tuesday in CR3 and on Thursday in CR2 can be viewed live on Oireachtas TV.
