61 Mr. Durkan asked the Minister for the Environment if he will outline the plans he has, if any, to eliminate black spots from national primary roads and minor country roads with a view to saving lives and reducing motor insurance claims arising from accidents; and if he will make a statement on the matter.
Local authorities are advised to monitor continuously the national road system in so far as accident black spots are concerned and, where necessary, to submit the most economically viable accident elimination schemes to my Department, in order of priority, for road grant financing. Any proposals submitted are given due consideration in the light of conditions at the location and the availability of funding.
Action in regard to high accident locations on non-national roads is a matter for the local authority concerned. It is, of course, open to the local authority to use the discretionary grant provided annually by my Department to finance any improvement works on these roads.
