576 Deputy John Deasy asked the Minister for the Environment, Heritage and Local Government if his attention has been drawn to the difficulties which arise for people who accept social housing and whose housing needs later change but are unable to revert to council housing; if he will examine the matter and ensure that housing needs are considered in such situations;; and if he will make a statement on the matter. The housing needs assessment process is currently the subject of reform, with the aim of putting in place a graduated and flexible system of housing supports to meet the housing needs of applicants over their lifetimes. This includes developing appropriate mechanisms to cater to those households already in receipt of housing support who require a change in the support being provided on foot of their changing circumstances. This approach is in keeping with the lifecycle framework introduced in the new Partnership Agreement, Towards 2016, which has been reflected in my Department's Housing Policy Statement — Delivering Homes, Sustaining Communities.
