418 Deputy Michael Creed asked the Minister for Justice, Equality and Law Reform the number of speeding summonses that have been dismissed due to the defence of non receipt of the notification by post; the reason that such communications are not delivered by registered post; the proposals he has to address this matter; and if he will make a statement on the matter. I am informed by the Garda authorities that statistics are not compiled by An Garda Síochána in such a way as to indicate the number of speeding summonses that have been dismissed due to defence of non receipt of the notification by post. Furthermore, under the Courts Service Act, 1988, the Courts Service is independent in the performance of its functions, which include the provision of statistics.

I am also informed that the District Court rules provide a number of methods for service of summonses. These are, in addition to service by registered post, personal service on the defendant and service at the defendant's home or place of business.
