649. Deputy Alan Kelly asked the Minister for Further and Higher Education, Research, Innovation and Science the reason the pay increase of 2.25% backdated to 1 January 2024 was not paid to employees of University College Cork in the end of April payroll, despite the assurance that he gave in Parliamentary Question No. 265 of 11 April 2024 that his officials had instructed HEIs on 4 April 2024 to apply the revised rates of salary and allowances. University College Cork (UCC) has confirmed that it is implementing the 2.25% pay increase backdated to 1st January 2024 as set out in the circular issued by my Department on 4 April 2024.

UCC has advised that the implementation of a pay increase with a back-dated element must take a number of variables into account over the period in question including salaries, allowances, overtime, changes to work patterns, Temporary Rehabilitation Rate of Pay for staff members on sick leave and hourly pay. Moreover, it requires recalculation of figures for staff who have retired or left their position during the arrears period. Against this backdrop, it was deemed necessary by UCC to wait until May 2024 in order to ensure all staff received their correct revised salary and any back-dated payment due for the period from January 2024.
